Customer Advisory: Dwell Fees at the Ports of Seattle & Tacoma

The Ports of Seattle and Tacoma have announced they are implementing “emergency fees” for excess storage time to address port congestion issues. The Ports of Los Angeles and Long Beach recently announced similar surcharges.

“SSA Marine has notified importers at its Seattle port facilities that it will introduce an additional storage charge on Wednesday for containers lingering longer than five days in an effort to clear space so stevedores can better service vessels and reduce cargo delays.
The cargo-handling company said a temporary levy of $50-per-day fee will be placed on containers dwelling longer than five days after they are made available for pickup at terminals 5, 18 and 30 in the Port of Seattle. The late pickup fee will escalate to $75 per day after five days of excess dwell time, $100 after 10 days and $150 per day after 15 days”.
The purpose of the “emergency fee” is to incentivize timely removal of containers from the terminals to improve the supply chain’s fluidity and reduce the critical level of port congestion. The Ports will collect the fees directly from Ocean Carriers. The announced fees were developed in coordination with the White House’s Supply Chain Disruptions Task Force, the U.S. Department of Transportation, and several supply chain stakeholders.
Port of Seattle: (Import containers exceeding 5 calendar days) |
SSA Marine Terminals 5, 18, and 30: Effective December 1, 2021 |
Extended Dwell Time Fee, in addition to the usual demurrage/detention charges: |
1. No charges for free time (up to 5 days after a container is available for delivery) |
2. $50 per day for the next five days of storage (days 1-5 after free time) |
3. $75 per day for the next five days of storage (days 6-10 after free time) |
4. $100 per day for the next five days of storage (days 11-15 after free time) |
5. $150 per day after that (days 16+ after free time). |
Port of Tacoma: (Import containers exceeding 15 calendar days) |
Husky Terminal: Effective November 1, 2021 |
· Long Stay Rehandling Charge $315 per import container [flat fee] |
Washington United Terminal (WUT): Effective: November 15, 2021 |
· Long Term Dwell Fee/Long Term Rehandling Fee USD310 per import container [flat fee] |
